<p style="text-align:justify;"><strong>Jim J. Zhao, P.E.</strong>, Chief Bridge Engineer with Nolan Associates, Inc, (Ellicott City, MD). In charge of bridge design and overall project management. Mr. Zhao is experienced in design, teaching, and research in structural engineering and serves on the ASCE-ACI joint committees on &#8220;Concrete Bridge Design&#8221; and on “Prestressed Concrete Design”. He is also the President of the Structural Engineering Institute, ASCE Maryland Chapter. Is the author of two books on Bridge Design and one on Risk Management.</p>

(Concord, New Hampshire)</strong> &#8211; award-winning author of numerous works pertaining to civil engineering, in general, and transportation engineering in particular. <p>Dr. Mohiuddin A. Khan (MT. Laurel, MD)is Chief Bridge Engineer with JMT Inc. He has helped to develop the NJ State Bridge Design Manual and is co-author of the FHWA-approved <em>Handbook of Scour Countermeasures</em>. Dr. Kahn is registered as a licensed professional engineer in five states and is a chartered engineer from England. As a bridge engineer, he is familiar with both U.S. and European practices. Dr. Kahn is Chairman of Structures Group for ASCE, Philadelphia Section, served on ASCE Methods of Analysis Committee for six years and is member of ASCE National Seismic Effects Committee. He teaches bridge inspection and design to graduate classes and practicing engineers at Drexel, Widener and Temple Universities.
